What Is a Confined Space? 

Under UK regulations, a confined space is a place that is substantially enclosed and where a specified risk of serious injury exists due to conditions such as fire, explosion, loss of consciousness, drowning or asphyxiation. 

A confined space is not necessarily a small or underground space. Large or open-looking areas can still fall within the definition where the enclosure and associated hazards create a specified risk. 

The Confined Spaces Regulations 1997 place specific duties on employers and others involved in work within confined spaces, including avoiding entry where reasonably practicable and, where entry is necessary, ensuring suitable arrangements are in place for safe working and emergency rescue.
